Welcome the NSC requirements for identification. Unfortunately, most of the world don’t have an ID system intended for this world that fraud and identity theft is so commonplace. Kaldus will be different. With that said, there were a number of issues that needed to be addressed to reduce the chances of fraud. With that in mind, this site will be small, but very important. There are 3 types of identification in Kaldus. Everyone that deals with Kaldus in one way or another will have at least 2 of these IDs. In addition, there is a way for the government to authenticate that the person the business is dealing with is legitimate. This is done by providing an authorization number which the person must apply for. This will be explained later in this site.
Identification is started at birth. When a child is born, they are issued a GIN (Government Issuance Number), and an NIN (National ID Number). As soon as medically possible, and medically realistic, a DNA scan is to be performed. This DNA scan will be sent to HHS (Health and Human Services). This scan will br proof of identity when it comes time for the citizen to get their GIN which will not be provided to the guardian. Until the citizen gets their GIN, the guardian will have to acquire services in their name.
Once the child reaches 6 years of age, they should receive their own ID card. Keep in mind that in Kaldus, the ID card is more than just an ID card. It is also the fare card for those that rely on public transit. It is also the key card for new or renovated properties that support the ID card system. It will also be the school ID since the child will need to go to school. It will also be the healthcare card which will obviously be important to have. Children ID cards renews every 2 years, and adult cards renews every 5 years. Each renewal or new card is $25. Children under the age of 6 will have a Health ID card that would last from birth to the time they receive their ID card.
Everything is intended to provide protection of identity, and reduce fraud. This makes things a little more inconvenient, but it will be worth the extra effort. No one but the government should know your GIN. Everyone can know your NIN. In a matter of fact, the NIN does so much and so powerful, but keep in mind, it is intended for everyone to know.
Any child born by at least one Kaldan citizen will be considered as a Kaldan citizen by birthright. Anyone without Kaldan citizens as the parent(s) are not considered as citizens of Kaldus, even if they were born in Kaldus. Any foreigners that need to have a contractional relationship with a Kaldan company must acquire a GIN, and an NIN. The first 3 digits of the ID number identifies their citizenship. This is not to discriminate, but to reduce the chance of fraud. More on this later.
When the citizen wishes to get their GIN, they will need to go to HHS, and get their DNA comparison scan. Artificial Intelligence will verify the DNA scan and either accepted, or not. If the scan is accepted the HHS employee will give the citizen their GIN, and warn them about the negative consequences of giving out their GIN to anyone. The only time they should provide their GIN is if they call the government. All government telephone numbers will begin with the number 1. If they receive a call even from a number starting with 1, they should not give their GIN number to the caller. This is because of CID spoofing. If the government needs to reach and speak with a person, they will receive an automated call telling them to call the telephone number that starts with 1. These extra steps are again to protect the person, and a little inconvenience is worth it. It can be very time consuming, and expensive to acquire a new GIN, so this number should be guarded very dearly. They should not give the number to anyone, even someone they love. The number is between the person, and the government.
